RoboBraille was started by a Danish organization and now has partners from Ireland, Italy, Portugal and Cyprus. Anyone wanting to use the service, which is partly funded by the European Union, can send plain text, rich text, html or Word documents by e-mail. Within a few minutes they receive their document either as an MP3 audio file or as electronic Braille. Electronic Braille can be read by a tactile display - a device connected to the computer with a series of pins that are raised or lowered to represent the Braille characters - or sent to a Braille printer. It is hoped that the service will be fully implemented next year, and that it will remain free to individual users and non-profit organizations. The RoboBraille service is currently processing about 400 requests a day but the system has the capacity to deal with up to 14,000 a day. Educators and experts from around the world who are focused on graduate students on Friday issued the “Banff Principles” as guidelines to discuss further efforts to work together. Debra W. Stewart, president of the Council of Graduate Schools, the American group that was one of the organizers of the effort, said that the principles are an important first step in dealing with many key issues. She stressed that the effort, which is expected to lead to more detailed principles, was “not about standardization.” But she said that efforts to assure quality control (and the recognition of degrees in other countries) could not exist with out at least a common agenda across national boundaries and a common vocabulary, so a discussion about master’s degrees is really about master’s degrees. The countries and regions were selected not for just producing graduate students, but for having their own graduate programs. Stewart said other countries or regions might well join the effort down the road.

A new report published by EUA gives an important insight into the state of doctoral education in Europe. It highlights the latest trends in this key sector of higher education, such as, the introduction of new organisational structures to manage doctoral education, the increasing focus on learning ‘transferable skills’ and the growth in new types of doctoral programmes such as “professional doctorates”. Equally, it underlines the challenges that Europe faces if it is serious about attracting and retaining the best young research talent. Amongst the findings, EUA’s work underlines that stakeholders (universities and public authorities) must do more to widen participation, to improve mechanisms for supervision and assessment, and to promote the international mobility of doctoral candidates. They must also take steps to ensure professional skills development is an integral part of all doctoral training. The report also shows that national funding policies for doctoral education are too often fragmented, with a lack of coordination between government ministries, research councils and other funders. This fragmentation does not create favourable conditions for Europe to attract and retain the best doctoral candidates, who are often held back by inadequate funding and a lack of career opportunities
